What services are provided by JPPH to the public?

JPPH publishes property market reports and several other types of reports which can be used to estimate the market value of several types of properties that are sold in the market.

Does JPPH only value property?

JPPH does not only value property. JPPH also carries out valuation of plant and machinery. Besides valuation, it also carries out property management, estate agency and conducts feasibility studies.

Does JPPH involve in the valuation of motor vehicles?

Yes, JPPH also carries out valuation of motor vehicles.

Is referencing (inspection) required to be conducted on a property before a valuation is carried out?

Normally, a property need to be referenced by an officer of JPPH before a valuation is carried out.

Can members of the public request JPPH to value property own by them?

Sorry, no. The clients of JPPH are limited to the Federal Government, State Governments, Local Authorites and Statutory Bodies.

Does JPPH carry out valuation for government servant who is buying a house using a loan from a bank?

Sorry, No.

I intend to sell a house which I own. Can I use the service of JPPH to carry out a valuation to determine its market value?

Sorry, No.

I intend to purchase a house to be financed by the Government Housing Loan. Can I use the service of JPPH to carry out a valuation to determine the market value of the house before I purchase it?

Sorry, No.

I am interested to purchase a government property which is not used/occupied. Can I make an application to JPPH to carry out a valuation for the purpose of the purchase?

Sorry, No.

How can a member of the public obtain an estimate on the market value of a property?

A member of the public can obtain an estimate on the market value of a property from a private valuer or refers to the property market reports published by JPPH.

Does JPPH sell details of property transactions?

Yes. The service is normally provided to valuers, appraisers and estate agents who are registered with the Board of Valuers, Appraisers and Estate Agents.

Is the Geographical Information System (GIS) incorporated in your sales information?

Currently, the Department has not incorporated the Geographical Information System (GIS) in the sales information.

Who is responsible for the payment of stamp duty in a transfer of property?

The transferee is responsible for the payment of stamp duty.

How can I make an appeal on the stamp duty if I am not happy with the valuation that had been carried out?

All appeal on the valuation of property has to be forwarded to the Stamp Duty Office with a copy sent to JPPH. Any subsequent appeal has to be made to the High Court.

What are the documents that need to be sent to JPPH when making an application for government housing loan valuation?

The documents that need to be sent to JPPH are (Type I-V):

  1. Covering letter from the employer
  2. Application form (Borang 1)
  3. Stamped copy of sale and purchase agreement
  4. Copy of land title
  5. Copy of building floor plan approved by the Local Authority (if applicable). For Type II and VI, the approval period must still be valid.

What are the documents that need to be sent to JPPH when making an application for renovation/additional works valuation?

The documents that need to be sent to JPPH are:

  1. Covering letter from the employer
  2. Application form (Borang 1)
  3. Stamped copy of renovation or additional works agreement/contract
  4. Copy of land title
  5. List of proposed renovation or additional works (Borang 9)(detail specifications, measurement and cost of each item are required)
  6. Copy of building floor plan approved by the Local Authority (if renovation involves additional building area/building structure). The approval period must still valid.

How can I make an appeal on the housing loan (government servants only) if I am not satisfied with the valuation that had been carried out?

An applicant who is not satisfied with the valuation that had been carried out can make an appeal to JPPH via the Housing Loan Division by providing reasonable grounds.

How can I make an appeal if I am not satisfied with the amount of compensation awarded by the Land Administrator for my land which has been acquired by the government?

Any person interested in any scheduled land who is not satisfied with the amount of compensation awarded by the Land Administrator can make a written appeal to the High Court via Form N.

What are the matters which I can make an objection if I am not satisfied with the land acquisition by the government?

An objection can be made on the following matters:

  1. The measurement of the land
  2. The amount of compensation
  3. The persons to whom it is payable
  4. The apportionment of the compensation

Can I check on the status of a case sent to JPPH for valuation online (via JPPH website)?

Yes, but it is limited to the following types of valuation:

  1. Stamp Duty
  2. Conversion
  3. Housing Loan ( loan for government servants only)
